Expansion of Brazilian economy alters world of work
The expansion of Brazilian economy have been causing important alterations in the world of work. And the changes are for the best, according to reports published recently by the Brazilian press.
For example, it increased the number of workers who changed the job to earn more, today more people are hired formally and for the first time this year the massive income of families of “D” class will pass the income of class “B”.
Demission requests
Despite the increase of the rotativity of labor in the country, from January to May of this year, 30,5% of the dismissed people have asked for demission, which is a record if compared with the mark registered in 2008, which reached 26%.
According to report of the newspaper “Valor”, the change of job by decision of worker have lead to another inedit change – the reduction of requests to unemployment insurance for the smallest level in ten years. Anyway, the increase of demissions for decision of worker increased the rate of rotativity in the formal job, that has never been so high in a begining of year.
Rotativity and formal hire
The rotativity oscilates, since 2005, around 3,6% by month. In the first trimester of 2008, the indicator reached the average of 4,07. In the same period of this year, the average was bigger and the result of June, 4,10. It’s the biggest for the month since 2005.
Because of the strenghten of economy, for the first time, the total of formal workers have overcome 50% of the busy labor in the six biggest metropolitan regions of the country.

Worker actuation
In the opinion of the general-secretary of Força Sindical, João Carlos Gonçalves, Juruna, the favorable conditions for workers are consequence of the economic politic of the federal government, which has been showing to be sensitive to the social claims.
For him, we can’t forget that many of these measures implemented by the federal government have been formulated by the trade union centrals. “We’ve built long term proposals, as the increase of the minimum salary and of the retires, and immediate proposals, as the fiscal desoneration and the credit offer, necessary to take Brazil out of the crisis”, he believes.

“Because of this all, workers are also resposible for the increase of the labor formalization”, says the president of the Food Trade Union of São Paulo, Carlos Vicente de Oliveira, Carlão. For the president of Força-MA, Marfio Lima da Silva, when participating of the political process, the trade union movement is contributing for the development of the country.
Between 1990 and 2003, the total of formal workers at the private sector fell 8,7%, for 3,150 million, while the number of workers hired informally almost doubled, increasing 94,9% for 1,047 million.
“The scene started to change in 2004”, reminds Vicente Filizzola, president of the Central-AM. The number of formal workers at the private sector increased from 3,4 million in 2003 to 4,6 million in the average of March, April and May of 2010, a high of 46%.
At the same period, the number of workers hired informally increased only 2,6%, for 1,075 million workers. “But the government has to invest more in the growth of economy”, observes the president of the Central-PR, Sérgio Butka. |

Worker change

The world of work is passing by extreme and inusitated changes. As the trade union cerntrals have been debating by years, it increased the labor rotativity, expedient used by the companies to reduce the costs of the payment paper.
Thereby, an important data, is that, from January to May this year, it increased the number of workers who changed of job to earn more. The index shows that 30,5% of the dismissed people in the period have requested fopr their own demission, what is a record if compared with the mark registered in 2008, when it reached 26%.
As these workers went for a better job, there where a reduction in the requests for unemployment insurance for the smallest level in ten years, just as it increased the salary mass.
Besides, there were get better in the hire of formal workers and the massive income of families of class “D” will pass the class “B” this year.
The news are good and, as it seems, these changes will improve a lot the workers life. But, the trade union movement needs to keep the undialogue atittude face to workers rights and new achievements.
There are vacancies, but we can’t find qualified people, because the federal government negligenced the activities of professional qualification. It cut investments. That’s sorry.
Workers can’t give up claiming the reforce of investments in the infra-structure of the country, responsible by the increment of job. At the same time, we need to participate actively of the politic campaign to comit candidates (male and female) with our proposals. |

Centrals demand to participate of the regulamentation of Convention 151
Força Sindical, CTB, Nova Central, CGTB and UGT demand that the negotiations around the regulamentation of Convention 151 of OIT occurs in the ambit of the Work Ministery (MTE) and with the participation of all trade union centrals.
Nowadays, there are two law projects referent to the regulamentation of the convention which will be sent to the Planing Ministery, place where the negotiations will take place, the Civil House.
The debates about the Convention 151 have the objective of making the rules of, among other ittens, collective negotiation and rigth to strike in the ambit of the federal, state and district public service. The five centrals want to be included in the negotiation and in the elaboration of the texts which will rule the Convention.
For a while, the discussion has only the Unique Central of Workers (CUT). Because of that, the trade union centrals have protocolated, days ago, document at MTE, Civil House and Planing Ministery, demanding that the following of the regulamentation of Convention 151 occurs by MTE, respecting all the Brazilian Trade Union Centrals.
According to the document, the trade union centrals question “the anti-democratic and anti-trade union way in which the process of discussion have been conducted, during the period by the Planing, Budget and Gestion Ministery”.
Among other examples, the entities remind that the debate have counted only with representatives entities of the public sector linked to CUT; and of the six trade union centrals legally recognized by MTE and which have, in their basis, trade unions of public servers of the three spheres of government and power, only CUT have participated of the discussion process.
In the understanding of the entities, it’s not up to the Planing Ministery to extend its abrangence to legislate in the ambit of the state and district powers and specially to interfere in trade union relations. Besides, the note highlights that the decisions have always came from the conjunct of the trade union centrals.

Senate gives 30% to caretakers and guards of condominiuns
For more than two months waiting to vote, the law project (PL) 493/2003, of senator Marcelo Crivella, was approved last 7th of July at the session of Social Issues Commission of the Federal Senate.
The PL alters the article 193 of the Work Laws Consolidation (CLT) and puts the 30% in the basis salary level as danger additional to caretakers and guards of comercail and home condominiuns and buildings because they act exposed, taking security risks, danger of death and lesions to their phisic integrity.
To become a law, the text depends of the approval at the House of the Representatives and after confirmation of the president. But, we don’t know when this may occur. It’s important to ressalt that workers won’t suffer any change in their activities, just as in their workload.
We are close to an important achievement for the category; it will be the recognition to the dedication to the manteinance and protection of the property and of the lifes of people who live or work in condominiuns all over the country. It’s time of the House to look for the workers of our category.
Now we will work to this recognition also come for the others workers of the category (zelators, elevators operators), who suffer the same dangers when acting in condominiuns).

Sectors of economy create more jobs
The creation of job posts is disseminated by all sectors of economy, highlighting the civil construction, which registered an increment of 119 thousand vacancies taken in the last 12 months, in a positive variation of 10,7%. After, it comes the industry, with growing of 9,3% at the same period and 252 thousand posts more. At commerce, the balance of jobs is 100 thousand. The data are of the Job and Unemployment Research (PED) of the Inter trade union Department of Esthatistic and Social-Economic Studies (Dieese) , according to report of the newspaper “Correio Braziliense”.
Formal job pays better than informal
The income of the formal workers comes to until 85% bigger than the income of informal workers. With more money in their pockets, the population went shopping. In a virtuous circle, the increase of workers income stimulates the productive sector. The consultory LCA stimates that, in 2020, the consumption of Brazilian families will reach R$ 5 trillion. The positive numbers are consequence of the economical warm, in which the trade union centrals have a highlight role.
Construction trains women to face lack of labor
The civil construction have grown in the first six months of the year, but it points lack of qualified labor as the main problem to be faced, according to research of the Industry National Confederation (CNI). With the lack of labor, the sector is already training women at the cosntruction field, finishing with a tradition of years at the country in this sector dominated by men. Of the researched construction companies, 62% pointed the lack of qualified labor as the main problem to be faced. |
