Trade union main role and the misery reduction

The current Brazil reality shows that the economic growth, the valorization of work and the programs of income trasference reduced the national rates of absolut poverty and misery, from 1995 to 2008.

According to Ipea study, based in Pnad data, almost 12,8 million people came out of the position of absolut poverty – the ones who has average income per capita home of until half minimum salary monthly. This way, the national rate of this category of poverty decreased 33,6%, from 43,4% to 28,8%.

Extreme poverty
In the case of the rate of extreme poverty (average income home per capita of until one quarter of minimum salary monthly) it is detected a number of 13,1 million of Brazilians to overcome this position, what have possibilitated to reduce 49,8% the national rate of this category of poverty, from 20,9% in 1995 to 10,5% in 2008.Foto: Arquivo

The general-secretary of Força Sindical, João Carlos Gonçalves, Juruna, agrees with the thesis according to which the get better of the social and income indicators are related to the interventions of the government to make the country to growth and to distribute income.

Salaries
“But we can’t forget of the main role of the trade union movement in making proposals which got better the salaries”, highlights the trade union leader, reminding that in the last years more than 80% of the work agreements firmed with the bosses have with them a real salary gain. With more salary, the people increased consumption and the companies were oblied to increment the production.

Juruna also observed tha the creation of a politic of recomposition of the affordability of the minimum salary and the real raise for retired and pensionists owes to the intervention of the trade union centrals which, in a unitary form, have presented the proposals to the federal government.

Fiscal desoneration
It also deserves highlight, according to him, the unit of the trade union movement, important for Brazil not to suffer so much with the economic crises. “The proposals of fiscal desoneration stimulated the economic take back”, says Danilo Pereira da Silva, president of Força Sindical-SP.

“Because of that, it is not really surprising the Ipea study say that if this economic scene persists, Brazil will be able to overcome misery and to diminute to 4% the national rate of absolut poverty in 2016.

More investments
“We still need a deepning of the economic growth and more social investments”, adds Luiz Anute dos Santos, president of Força Sindical-AC.

To the general-secretary of the Metallurgist Trade Union of Osasco, Mônica Veloso, the increase of the PIB asks for the valorization of work, by the creation of a program of professsional qualification able to attend the demand for qualified labor, better salaries and retirements and the workolad reduction, without cut in the salaries.

Investing in the work valorization and courses

For Brazil to grow in a sustainable way, it’s not enough only to invest in programs of speeding growth. The trade union movement has to charge from the federal government actions to get better the conditions of work aand the lack of qualified and specialized labor.

Reality has been showing that the work valorization is urgent. For such, it’s need to create a program of professional qualification, to reduce the workload without cut in the salaries and to make better the relations between capital and work, willing for the increase of quality, produtivity and workers gains.

Making the workload smaller and putting an end in the extra-hours, we will finish with the ocupational deseases and work accidents. The country has to give work to 6,5 million unemployed because lack of qualification.

It’s missing metal linkers, manteinance techniques, construction workers, bakers, cashiers, waiters etc. Although almost 6 million workers have already received, annually, some kind of qualification, it will be need to graduate more 1,3 million this year, when more 1,7 million people will enter in the job market.

The programs of qualification of FHC government, which have trained almost 2 million workers by year, have been interrupted. The similar program, managed by the Work Ministery, doesn’t train 300 thousand people by year.

The economic team have cut resources of the budget detinated to education. In the last year of his government, Lula has to listen to three Ministeries (Work, Education and Science and Technology), to approve suplementary credits and to start a significant program of qualification.

Psychology Institute of USP assess the health of gas station attendants

The Psychology Institute of the University of São Paulo (USP) have started research to detect the health problems of gas station attendants who operates fuel bombs without protection equipments. Because of the solvers, as benzeno and tolueno, which are in the composition of gasoline and alcohol, they have the nervous system affected.

The reflexes appear in the vision. Result: the gas station attendant has reduced his capacity of seeing colors and distinguish contrasts. It will be examinated at least 40 workers, who will pass for a series of neurologic examinations, as sensibility to visual contrast.

In front of a turned on monitor, he will have to inform if the image can or can’t be seen. The solvers are also used in inks, vernishs, glues, celuloses, rubbers, oils and resines.

Similar work is being developed by the Federal University of Pará. The information is from the professor of the Pychology Institute and responsible for the research Dora Ventura, who is also member of the Brazilian Academy of Science.

After the study, which is object of the Masters of the student of the Pychology Institute, Thiago Leiros Costa, it will be directed to international publication. It’s sponsored by CNPQ and Fatesp and supervised by a ethic commit of the Psychology Institute of USP.

Nervous system

“The benzeno affects the nervous system and it is highly canceriginous”, denounces the president of the Gas Station Attendants Trade Union of São Paulo and of the National Federation of the category (Fenepospetro), Antônio Porcino Sobrinho, adding that the bosses don’t provides EPIs (individual protection equipments) to workers, despite the demands of the legislation.

Porcino has also observed that the research will also be used as an important instrument of fight of workers for special retirement, at 25 years of contribution.

Total of contamination

Thiago Costa calculates that the research will be concluded in a period inferior to six months, when the percentage of contaminated gas station attendants will be constated. With this, the professionals of the medic area will have informations able to help to stabilish proper limits to exposition to solvers. It will also provides information to workers representatives to demand alterations in the handle of solvers.

The idea of the research borned with basis at the scientific literature which is about the effects of the solvers over the workers health. Besides, the Pychology Institute of USP has experience in this area, for making neuropsychological works to detect the health of workers exposed to mercurium.

PLR allows to negotiate the organization at work

Among other initiatives of the trade union movement this year, we can highligth our fight for the participation in the profits or results (PLR). The organization, mobilization and capacity of fight of workers, with the trade unions and federations, have resulted in an increase in the total of companies which already give the prize.

In other cases, there were an increase in the PLR value. Since its regulamentation in 1994, when it was edited the first provisory measure, until the edition of the law in 2000, the program have earned a lot of importance and highlight in the agenda of the collective negotiations between capital and work.

The important to highlight is that the trade union pressure has been forcing the industry, commerce and services companies to be more flexible and to attend to the claim, because the bosses have been benefited of the increase of sales, production and produtivity.

There are a lot of assemblies at the doors of factories and companies and a lot of negotiation with the businessmen for the definition of aims of productiona and the closing of good agreements. Much more than incentive to productivity, the negotation of the prize opens other possibilities for workers.

It can be introduced in the program, beyond the matter of remuneration and manager demands, themes of trade union interest related to environement and work conditions, to the technological pattern adopted by the companies, to workers qualification, to workload, among others.

Because of that we understand that the negotiation of the PLR opens the possibility of, for example, to enlarge the participation of workers in the negotiation of the process of productive re-structuration conduced unilaterally by companies, and to discuss the organization of workers at the places of work.

Senate debates commerce regulamentation
The Social Issues Commission of the Senate is discussing the regulamentation of the profission of worker in commerce, with businessmen and workers of the sector representatives. There are two law projects which deal with this subject in the Senate. The first is the PLS 115/07, of senator Paulo Paim (PT/RS). The second is the PLS 152/07, of senator Pedro Simon (PMDB/RS). The writter of both projects is the senator Rosalba Siarlini (DEM/RN).

Take part of the debates the deputy Paulo Pereira da Silva (PDT-SP), licensed president of Força Sindical; Artur Henrique da Silva Santos, president of the Unique Central of Workers (CUT); Roque Pellizzaro Júnior, president of the National Confederation of Stores Directors; José Paulo Dornelles Cairolli, president of the Commerce and Business Associations Confederation of Brazil and Antônio de Oliveira Santos, president of the National Confederation of Commerce.

Incentives to companies which hire young
Companies which hire young, age between 18 and 24 years old, or people with more than 50, could have discount in the owened Income Tax. Two projects which deal about the concession of fiscal incentives to companies which hire employees of these ages are being analized for the Economic Subjects of the Senate Commission. The first, PLS 220/00, disposes about fiscal incentives to private companies who hire workers of age over 50 years old. The second, PLS 185/03, which institutes fiscal incentive to the hire of young to first job in micro-companies and small companies inscripted at Simple.
