Agenda reduces poverty and increases middle class
The valorization of work, represented by the growth of formal job and income increase of workers, the politic of valorization of the minimum salary and the social programs have been fundamental for the reducing of poverty in Brazil and the ascension of 32 million Brazilians to the classes A, B and C from 2003 to 2008.
According to report of the newspaper Folha de S. Paulo, based on IBGE’s Pnad, the country will cut to half the number of poor until 2014, in case the tendency continues of growing of economy at government Luiz Inácio Lula da Silva. The total of poor may fall from 29,9 million to almost 14,5 million, less than 8% of the population.

At the years of Lula, until the 2009’s crisis, the number of poor (people with familiar income per capita until R$ 137,00) fell 43%, from 50 million to 29,9 million. Today, the speed of the fall in the number of poor is even bigger, almost 10% by year.

“This process, which have reduced social inequality, is related to the politic of president Lula, very sensitive to workers claims, and to the proposals made by workers, by the trade union centrals”, summarizes the general-secretary of Força Sindical, João Carlos Gonçalves, Juruna.
For the trade union leader, Brazil has to keep a rythim of growth even bigger than the average of the last years to reduce even more the number of poor, distribute income and increase the richness of people. “Because of that, the country has to speed growth”, concludes Juruna, reminding that the prediction of PIB evolution for this year is about 8%.
Economic performance
“The positive performance of economy has been important to come to this result because it came with the generation of millions of formal job posts”, explains the president of the Central-GO, Rodrigo Alves Carvelo. The prfesident of the Metallurgist Trade Union of Osasco, Jorge Nazareno, Jorginho, highlighted the commitment of governemnt Lula with the poor.
“The matter is also politic. The commitment of Lula with the trade union centrals and with workers in general have lead to the agreement which predicts the politic of recuperation of the minimum salary and of the retires, the legalization of the trade union centrals, the achievement of readjusts above inflation at the salary campaigns and the social programs as Bolsa Família”, says Jorginho.
Modest evolution
For the trade union movement, however, the growth of PIB at government Lula of 3,85% by year have been modest if compared to the necessities of the population and to the potentialities of economy. Between 1930 and 1980, for example, Brazil had growth in a more intense rythim of 7% by year.

In the vision of Sérgio Butka, president of Força-PR, there is no obstacle to the country to present an exuberant growth. “We need investments at infra-structure of the country, at health, education and home”, he observes.
“The government has to finish with the suicidal politic of interests elevation, because it avoids growth”, criticizes the president of the Central-AL, Albegemar Costa, Gima. “We all have concrete proposals for the development of Brazil and for the economical growth, which are at the document working class agenda approved in June by the trade union centrals at the Working Class National Confederation”, reminds Antônio do Amaral, president of Força Sindical-RO.

Victory of workers
fight and mobilization
The decision of government Lula of the readjust of 7,72% of the retired who earn above the minimum is result of the pressure of Brazilian society, who fights for a fairer and more solidary country.
But, specifically, it happened because of the workers, trade unions and trade union centrals fight who have pressured the Congress to approve the matters related to the recuperation of the minimum salary and the readjust of the retires and pensions whose values overpass the national basic level. This last, by the way, an emend of the federal deputy Paulo Pereira da Silva, Paulinho.
It also deserves highlight the main role of the trade union movement for a better Brazil. The proposals presented to speed the economical growth and gerate job, just as the agreements firmed between workers and bosses predicting real salary raise, have lead the country to reduce poverty.
The constatation is of FGV-Rio, based in Pnad data, of IBGE. In case it has kept the average growth rythim at government Lula, the country will reduce to half the number of poor people until 2014. The total will fall from 29,9 million to 14,5 million. Until thw 2009’s crisis, the number of poor fell 43%, from 50 million to 29,9 million, leading 31,9 million people to the classes A, B and C.
It’s still important to highlight that the country is passing through a strong growing of the PIB, but with better income distribution. The drastic reduction of misery is associated to politics of valorization of work and income distribution conducted by government Lula who has been implementing several proposals of the trade union centrals. |

Country grows with income distribution
Contrary to the 70’s, which had strong economic growth with income concentration, nowadays the positive evolution of the PIB comes with the inequality reduction, with a better income distribution. The avaliation is of the economist of Getúlio Vargas Foundation at Rio de Janeiro, Marcelo Neri, in interview to the newspaper Folha de S. Paulo.
And the tendency is of the country speeds even more growth in such a way that the rythim of growth of economy to be superior to the verified between 2003 and 2008, when poverty fell 43% and almost 32 million people came to the A, B and C classes.

This way, the Brazilian government starts to win the war against poverty beting specially in the increase of the formal job and at workers income elevation and distribution, according to analisys of specialists at the theme. For these technitians, almost 90% of the formal vacancies created a the last years pay until three minimum salaries, R$ 1.530,00.
According to studies of FGV-RIO, government Lula have created 13 million formal jobs (from 28,7 million to 41,5 million) and have promoted a recuperation of the minimum salary, whose value had real raise of 53,6%.
Real raise
The politc of real raises to the minimum lead to the basis of the country this year to the same level of 1986. This way, the current R$ 510,00 buy 2,2 basic food baskets against 1,4 at the beggining of government Lula. “It’s the biggest affordability since 1979”, guarantees Lena Lavinas, of the Federal University of Rio de Janeiro, in interview to Folha de S. Paulo.
Dieese reminds that the politic of recuperation of the minimum is the greatest social program of Lula, because it has positive impact at familiar income. At civil construction, sector known for the low income, the salaries have increased 19,5% above inflation at this government, while the formal job have evoluted from 1,5 million to 2,5 million.

Demission
to children work
The country needs to advance in speed rythim to the erradication of children work to that in 2016 we have accomplished commitment assumed with OIT of zero children work – one of the pre-conditions to decent work.
The rate of children work fell from 13,6% to 5,8% among children aged 5 to 15 in Brazil, between 1992 and 2008. Even though, 4.453 million children (from 5 to 17 years old) still work in Brazil or 10,2% of them has their childhood stolen by the soon entering at job market.
The progress verified in the last years can’t stop.The situation demands from society and workers the fight for the introduction of decent work to grown ups, fundamental initiative to keep children at school.
A grown up with good remuneration don’t need the work of children for complementary to family income. We also have to demand from government and companies the respect to the Chidren and Adolescent Statute, defending the right of the children to education, leisure and to have a decent childhood.
We are forced to recognize that children work is a social-economic problem and it’s a crime against the children and the country. Because of that, OIT have instituted the 12th of June the World Day of Combat to Children Work. Força Sindical amd linked trade unions have made a march in São Paulo and have distributed 10 thousand red cards symbolizing the expulsion of children work explorers.
In this fight, our Central have been having an important role in the debate about ways of erradication of children work and in the construction of a decent work, job generation and income distribution agenda.

Government confirms 7,7% to the retired
The confirmation by president Luiz Inácio Lula da Silva of readjust of 7,7% to the retired who earn above the minimum represents an achievement of the trade union movement and a defeat for the the burocratic technitians of sectors of the government who were waiting a smaller readjust. It’s worth to remember that this readjust comes from Parliamentarian Emend of the federal deputy Paulo Pereira da Silva, Paulinho from Força, which increases the retires according to the result of the sum of 80% of the PIB plus inflation, resulting 7,7%.
Almost 9 million people will be benefited
The measure will benefit 8,32 million retired and will inject 6,7 billion at Brazilian economy in 2010, fomenting comsumption, production and job generation. The emend of deputy Paulinho means a real raise of 4,12%. The direction of Força Sindical, with the National Retired Trade Union, will suggest to the government the instalation of a Special Commission to discuss mechanismes which substitutes the current Social Security Factor, considered a perversity for Brazilian workers.
South-East will grow more than the national average
The South-East region will experiment a strong growth in the next years because of the pre-salt and the works for the World Cuo of 2014 and the Olympic Games in Rio of 2016. The perspective is that the region presents, already this year, levels of growth above the national average. Calculus say that the Internal Brut Product (PIB) of the South-East Region will grow 0,6% above the national average in 2010 and, between 2011 and 2014, the average annual increase will be 0,3%. The stimative is that only the World Cup and the Olympic Games must to cause an impact of 0,35% by year at the PIB of the region between 2011 and 2016, over 0,2% of the National Total.
