Centrals want to negotiate exchange of the social security factor
In meeting at the last 22nd , the trade union centrals confirmed the position of fighting for the end of the social security factor and against any proposal which stabilishes minimum age for retire. Besides Força Sindical, were present at the meeting CUT, UGT, CTB, NCST and CGTB.
According to the note to press written by the entities, the trade union leaders have commited themselves to search “unitarily, the federal government and the National Congress, with the objective of finding solutions of interest of the working class which guarantess the extintion of the factor, despite the recent vet of the president and the permanent valorization of the retires.”
Real gain
Despite the vet of the president, Lula have confirmed the readjust of 7,72% (which corresponds to a real gain superior to 4%) to the retires with value superior to one minimum salary. The readjust were possible because of the Emend 25 proposed by the federal deputy Paulo Pereira da Silva, Paulinho (PDT-SP), which written part have altered from 50% to 80% of the PIB the real gain of the retired.

Life expectation
Adopted in 1999, the social security factor considers the life expectation when calculate the value of the benefits when the worker retires, but it gives a penalty for workers because it reduces the value of the retires for those who asks for the benefit earlier.
The definition of minimum age to ask for retire damages substantially those people who start to work soon.
Agreement
“We bet that it is possible to the trade union centrals and the retired representatives to make an agreement with the government, by the creation of a mechanisme which substitutes the factor and the minimum age”, says Juruna.
According to him, two points are consensus among the entities: the end of the factor and the creation of any rule of minimum age for retire by work time, mechanisme stabilished in 2003 for the public servers.

Formula
“We want to use again the proposal of the formula 85/95, defined by negotiation between the trade union centrals and Dulce”, highlights the president of the National Retired Trade Union (Sindnapi), João Batista Inocentini.
He reminded that the formula allows worker to sum the time of contribution to their age and, when reach 85 (women) and 95 (men), guarantees 100% in their benefits with significant gains in relation to the social security factor.
Valorization
“Therefore, it doens’t penalty who starts to work soon, as it happens to the majority of Brazilians and it valorizates the time of contribution”, explains the president of Sindnapi.
“We think that negotiation with the government is much more realistic than ask for the end of the vet of president Lula, which doens’t pass by the Congress”, explains the national director of the Sindnapi Organization, Helio Herrera Garcia, Peninha.

Centrals search for unit
to finish with the factor
Despite the readjust of 7,72% for the retired who earn more than one minimumsalary has been a victory of the trade union movement, once that it corresponds for a little more than 4% of real gain, the vet of President Lula against the end of the social security factor hasn’t attended the expaectations of the trade union movement.
The reductor, instituted in 1999, is a crime comited against the people who have given the best of their lifes to the country.
In the time that they program what to do after retire they receive a shock: the value of the benefit falls more than it was expected because of the social security factor which penalties those who ask for the benefit earlier. When vetting the end of the reductor, the government was shown insensitive to workers complaints.
Because of that, Força Sindical and the other centrals in meeting confirmed the position of fighting for the end of the social security factor against any proposal which stabilishes minimum age for retire.
In this meeting we came at two consensus: we are against the factor and against any formula which introduces minimum age for retire. Because of that we want to meet with the National Congress and with the federal government.
We are searching for negotatied solutions, to find solutions of intertest of the working class in a way to valorizate permanetly the retires. The idea is to get together workers and government for a proposal which substitutes the reductor and attends the interests of workers and government itself.
We believe that it is possible to negotiate a better solution for all, but for that we need good will of government and parliamentarians. |

Unit in fight
to achieve real gain
The trade union centrals want to unificate the salary campaigns of workers who have data-basis at the second semester to firm collective agreements with high indexes of real salary gain.
Calculus tells that it will happen more than 600 salary negotiations in all the country from July to December, getting together a little more than 5 million workers linked to the main Brazilian centrals.
Millions in fight
Among the 500 trade unions linked to Força Sindical, which will start the salary campaign until the end of the year, it’s highlighted the metallurgist, chemistries, workers in commerce, civil construction, food, health, textiles, urban, graphics and rurals. Only at the basis of the Central it will be 3,6 million employees in salary campaign.
With the prediction of economy to grow around 8% this year, workers want to reach real gain indexes that can come to 5%, because in the salary negotiations of 2009 workers have closed with data-basis with readjusts, in average, 2% above inflation.
Force in the negotiation
The president of Força Sindical-GO, Rodrigo Alves Carvelo, defends the unit of the centrals and trade unions in general for reaching good collective agreements. “We want the reposition of the losses and real gain”, he says, adding that a firm attitude of worker is what will give force to the trade union at the table of negotation.
Even the minister of Work and Job, Carlos Lupi, agrees with the claim of workers under the argument according to which the companies have increased their profits and are able to conceed more advantajous readjusts.
Job generation
The trade union leaders believe that the moment is ideal to close good collective agreements because the expectation of growth of the PIB and the creation of formal jobs. The Work Ministery, for example, calculates that until the end of this year almost 2,5 million job posts will be opened.
Lupi believes that more than 15 million new vacancies will be created since the beggining of government Lula until December of this year. In May, the job generation have beat record, because it was created 189,5 thousand vacancies and for June the expectation is of the opening of 320 thousand job posts all over the country.

Historic agreement
at Usiminas
Our trade union and Usiminas have closed collective agreement which predicts the end of the fixed shift, who were practiced for almost two years at the company. The workolad of six consecutive days in one timetable will be extincted a the next first of September.
In November, 2008, Usiminas have implemented the fixed shift what caused a great injure among workers. This unsatisfaction leaded the trade union to go to Justice to guarantee the data-basis, once the siderurgic was insisting in not respecting the decisions of workers in assemblies.
During this figthing process, several researches have been made to the category and let clear the unsatisfaction of the metallurgist of Ipatinga with the timetable of the fixed shift. Several alternatives timetables were made from the workers suggestions and presented as option to Usiminas, which insisted in ignore them.
Now, thanks to the capacity of negotiation of our directory and the support received from workers, the fixed shift will be extinted. Besides, the agreement closed days ago, is also worth at Unigall and Usiroll, and guarantess correction of 4,18% with real raise of 1%; salary compensation of R$ 1.100; end of the card of period at lunch time; holidays in two periods and return of the complementary examinations.

Centrals want the end of the contribution for the inative
The trade union centrals are united to obtain from the federal government the end of the social security contribution of the inative public servers. The PEC 555/2006, of the ex-deputy Carlos Mota (PSB-MG), which proposes the end of the contribution of the inatives, is in commission at the Congress. There are at least two sides at the debate: One wants just the end of the contribution and the other accepts to approve a flexibilization. Example: from certain age, the retired would be isent of the contribution; or in a scale of ages which allowed a progressive reduction of the contribution. Today, the contribution is of 11% over part of the benefit above the high level of the Social Security, which is today at R$3.467,40.
Women fight for the approval of the equality PL
The representatives of the secretaries of the politics for women of the trade union centrals have visited the House of the Representatives to ask for urgency at the approval of the Law Project of Equality at Work Relations. The PL is about ways of discrimination of gender against women, the harassment at the place of work, equilibrium of the familiar and professional responsabilities, incentive to equality and assistance in creche and obligatority of the constitution of the Pro-Equality Internal Commission (CIPI) at companies of average and big size. The woman can’t make the same service and earn less than men only because is woman.
More than 2 million are out of the “Bolsa Família”
Data of the Social Development and Combat to Hunger Ministery (MDS) says that until January of this year more than 4,1 million families had the benefit of “Bolsa Fanília” cancelled. The main reason of the cut is that the familiar per capita income superior to the minimum income stabilished by the program. More than 2,2 million families (54% of the cases) have quit the benefit of had the auxilium cancelled by the elevation of income. Every family with monthly income by person of until R$ 140 has the right to the benefit. The value varies according to the size of the family, the number of children and adolescents at school. The auxilium is of R$22 until R$ 200 by month.
