Changing the correlation of forces at the Congress
Beyond the fight to ellect a president (man or woman) commited with the historic banners of workers, the trade union movement has to start an ample national campaign willing to change extremetly the correlation of forces at the National Congress. This way, workers will be able to have succes in the fight for the manteinance and enlargement of their rights.
The trade union movement will have to pressure the politicians to approve the law of recomposition of the minimum salary until the year of 2023, income distribution, workload reduction to 40 hours, with the manteinance of salaries, confirmation of Convention 158 (avoids reasonless demission) of OIT and the sponsoring of the trade union structure, among other claims.

Leaving behind
According to the general-secretary of Força Sindical, João Carlos Gonçalves, Juruna, the leaving behind of the Parliament with the Proposal of Constitutional Emend of the 40 hours week only occurred because the great majority of the deputies and senators is commited with bosses interests.
“They are people opposite to workers claims”, criticizes thegeneral-secretary. “We have to ellect deputies and senators really commited with the national project of development with sovereign and work valorization, which we approved at the Working Class National Confederation, this year in São Paulo”, completes Juruna.

Work agenda
“What has to be clear is that without the majority at the House of the Representatives and the Senate we won’t be able to advance in the approval of our work agenda” warns the president of the Central-GO, Rodrigo Alves Carvello.
In the opinion of the directory of Força Sindical, the Congress is dominated today by conservative parliamentarians, who use the tribune and their mandates to attack the work achievements and point to anti-trade union practices, now used by the Public Ministery.
To keep the unit
They defend anti-popular measures, against democracy and againt the country. They fight in favor of the groups that they represent, denying initiatives able to promote the national development and the enlargement of the social rights.
“Because of that the trade union centrals and workers in general have to keep the unit, participating of the ellectoral campaign to ellect legitime employees representatives”, points Osvaldo Mafra, president of Força-SC.
Reducing the bosses bench
“We have to fight to avoid that people linked to the bosses take the National Congress”, complements the president of the Tyre Specialists Trade Union of Great São Paulo, Terezinho Martins da Rocha.
“We will fight to Brazil to became a socially advanced and more democratic country”, says Fabrício Gonçalves, president of the Central-PI.
For Brazil to deepen the changes, among which the speed of economical growth and work valorization, the conservative parliamentarians have to be defeated. To achieve this objective, Brazilians will have to choose really well their future representatives at the Parliament.´

What Parliament we want!
The trade union centrals and the Brazilian workers have a great job that they have to accomplish this second semester, beyond their specific fights and the already following salary campaigns: to participate actively of the general ellections, in order to ellect candidates (men or women) really commited with workers interests.
It’s not enough only to define and make campaign for the candidates to president of republic and to the government of the states. We have to organize ourselves and to start an ample national campaign for the candidates to the Senate and the House of the Representatives commited with the working class agenda.
This agenda points for a necessity to build a “national project of development with sovereign and work valorization”. It’s, actually, the document made by the trade union centrals and approved by workers at the Working Class National Confederation.
Deputies and Senators haven’t voted yet the PEC of the workolad reduction, among other projects, because the majority of them is commited with the interests of the businessmen. They are contrary to all the actions which are tried to be implemented to keep and enlarge workers rights and to defend the national sovereign.
We want a president (man or woman) and parliamentarians who vote in favor of the 40 hours weekly and of the Convention 158 of OIT and who defend our achieved after a lot of fight rights. Finally, we have to choose really well our representatives at the Congress and the Senate. |

Crisis causes unemployment record among young
The rate of youth unemployment reached last year its highest level already registered, according to report “World Tendencies of Job for Youth-2010”, of Work International Organization (OIT). The document reveals that 81 million young age betweeen 15 and 24 years old were unemployed at the end of 2009 in all the world.
The universe includes 620 million young economically active, age between 15 and 24 years old. The number of the unemployed is 7,8 million young more than the global number registered in 2007. The unemployment rate of young increased from 11,9% in 2007 to 13% in 2009.
Increase of the rate
The study adds that this year the total of unemployed in this band of age is going to increase. “These tendencies will have significant consequencies for young and the future generations who will thicken the lines of unemployed”, says the study.
Still according to the work, there is a risk of leaving a legacy of crisis of a “lost generation”, composed of young who abandoned the job market, having lost all the hope of being able to work for a decent life.
Projections
Projections of OIT tells that the global unemployment rate of youth shall increase during the year of 2010, for 13,1%, followed by a moderate fall for 12,7% in 2011.
The report also points that the unemployment rate of youth revelead to be more sensitive to crisis than the grown ups rate and that the recuperation of the job market for young men and women will probably be behind of the adults rate.
By regions
In some countries, including Spain and United Kingdom, there were an increase in the inactivity among young in the years of crisis. This implies an increase of dishearted, in which crescent unemployment lead some young to give up the search for a job.
In the economies in development, the crisis increases the lines of vulnerable job and the informal sector. There are no evidences of such increase in Latin America, where between 2008 and 2009 the number of autonomus workers increased 1,7% and the number of familiar workers increased 3,8%. |
Congress and salary campaign orient actions of Fecomerciários
The 19th Trade Union Congress of People in Commerce of the State of São Paulo has as main theme the “Trade Union, Politic and Citizen Actions”. They are linked subjects and, naturally, presents in the day-by-day of the Brazilian trade union movement.
About the trade union actions, the approach is about the eight regionals created by the Federation in order to make us even more close to the Trade Unions. In the politic field, as 2010 is an ellectoral year, and sure we will increase workers representativity at the Executive and Legislative Powers, including with our own candidate, the debate became essential.
The citizen actions confirm the position taken by the Federation of the adoption of the decent work, inclusion in the job market of people who have special necessities and combat to children work.
From the 26th to the 28th of August, at the People in Commerce Leisure Center, in Praia grande, we hope to beat one more record of participation overcoming the 860 inscriptions of 2009. In relation to the deliberations of the 19th Congress, surely, they will give the route of the trade union, politic and citizen actions of the Federation and it will start by the effective conduction of the 2010 salary campaign.
I assure we are with full disposition to avoid all the temptatives of the employers of not attending our economic and social claims. In the politic ittem, the atentions are volved for us to ellect a bigger number of trade union leaders in the October ellections.
Finally, about our citizen initiatives we will confirm our position to make better the people life conditions, with the adoption of the decent work.

Cesit makes course in work economy...
The Center of Trade Union and Work Economy Studies (Cesit) will make the “Course of Specialization in Work Economy and Syndicalism”, from March to December, 2011, at Unicamp, in Campinas, São Paulo, volved to professionals with college degree who act at the work field. The objective is to graduate specialists able to examine the tendencies and central problems in the field of the job market and the relations of job in society. The interested can make an inscription between the 13th of September and the 29th of October, 2010.

Country creates 182 thousand formal vacancies and beats record
The generation of formal jobs in the country reached 181.796 new vacancies in July, the second best performance for the country of the historic series, according to data of the Work Ministery. According to it, the index is behind only of July, 2008, when it was registered more than 200 thousand vacancies. The formal job in the country have been registering high since January, and accumulates balance of 1.655.116 new formal posts in the year, record of the historical series, initiated in 1991. The number is 5,8% bigger than the registered in the same period of 2008 (1.564.606 posts). |
