Trade unions contribute to the increase of formalization

The Brazilian workers are also responsible for the increase of formalization of labor which have growm a lot in the last six years, according to data of IBGE and Dieese.

When participating of the political process presenting proposals to increase salaries, the values of the retires and the comsumption of the population, the trade union movement have contributed to the speed of the economical growth, believes the general-secretary of Força Sindical, João Carlos Gonçalves, Juruna.

Economic strengthen
Because of the strenghten of economy, in 2010, by the first time the total of formal workers have overcome 50% of the employed labor in the six biggest metropolitan regions of the country.

This participation have grown during the semester – it started in 50,3% in January and it reached 51,1% in May. The percentage is record. Since 2002, when it started the new employment and unemployment series of IBGE, never before the formal job has been so representative.

Formality
Between 1990 and 2003, the total of formal workers at the private sector fell 8,7% for 3,150 million, while the number of informal employees have almost doubled, increasing 94,9% for 1,047 million.

From 2004, the scene has changed. The number of formal employees at the private sector increased from 3,4 million in 2003 to 4,6 million in the average of March, April and May of 2010, a high of 46%. At the same period, the number of informal employees increased only 2,6% for 1,075 million workers.

Legislation
Beyond the economical growth and the fight of the trade union movement, it also contributed to the increase of the labor formalization the General Law of Micro and Small Company, which have reduced the costs for formal hire for smaller companies and the end of the cumulativity of Cofins.

According to Juruna, as the Cofins started to incide over the agregate value, the companies hace started to pressure the smaller suppliers to become formal, to have rights over the tributary credit.

Credit
“In this process, the companies tend to make labor formal, what makes it easier to obtain credit”, says the president of Força-MA, Marfio Lima da Silva.

“The good economic scene of today motivates businessmen to invest in new projects and to register their workers” assess Vicente Filizzola, president of the Central-AM.

Beyond being one of the main workers claims, the formalization is advantagous for the country because it increases the federal government arrecadation.

Investments
“It is because there is an increase of contribution over the salaries paper and over the income of people”, observes the president of the Food Trade Union of the State of São Paulo, Carlos Vicente de Oliveira, Carlão.

“As there is this increase in the arrecadation, whe want more investments to speed the economical growth”, claims the president of the Central-PR, Sergio Butka.

Trade Union fight
The president of Força Sindical-RJ, Francisco Dal Prah, ressalted that the actuation of the trade union movement has been benefic for the country.

Just as there was an increase of formalization, the salaries also reacted. “Dieese detected that last year 97% of the professional categories had gains above inflation”, says him.

Unit in fight
to achieve objectives

Brazilian workers have ellected as the two main objectives this second semester the unification of the salaries campaigns and the ellectoral process.

We are convinced that we will have to focus in the workers unit to close excellents collectives agreements. We want a substantial increase for workers income because 2010 has been configurating as the year of the taken back of the economic growth and the increase of productivity.

Expectations of society tells that the PIB may come to 7,5% this year. Industry has evoluted positively 19,7% in the last 12 months, the biggest high since 1991. But salaries had a very conservative performance at the period. The readjusts wasn’t compatible with the economy performance.

We will need a lot of organization, mobilization and pressure to reach our objectives. It was with a lot of fight that we’ve reached the increase of the minimum salary and the retires with income superior to the minimum, correction of the table of the Income Tax and the regulamentation of the trade union centrals, among other achievements.

Beyond the specific matters, the trade union movement will have to participate of the ellectoral process this year, debating with workers the proposals of the candidates (men or women) to the presidence of Republic, Senate and Federal and State Deputies.

The proposals contained in the document “Working Class Agenda” have already been delivered to the candidates for presidence. It has the objective to promote the development of the country with sovereign, work valorization, income distribution and drastic reduction of poverty.

The partipation of programs
in family income grows

A government sensitive to the problems of Brazilian population and the pressure made by workers for economic growth, job and better income have been causing important results for the people.

According to the Applied Economic Research Institute (Ipea), the programs of income transference – including the retires, family money and social assistance – represents today 20% of the total of the income of Brazilian families.

Research

Since 1988, this percentage have been increasing a lot, shows Ipea research. In that year, these transferences represented 8,1% of the family income per capita.

In 2008, 18,7 million people lived with less than one quarter of minimum salary and, without the transferences, it would be 40,5 million, or it would be an increase of 21,8 million in situation of extreme poverty.

Effective politic

For the institute, the data show that the politic of income transference is being effective. The weight of the participation of the auxiliuns in the last years have compensated the losses in the salary income, because of inflation and of unemployment, observed in the years of 1980 and 1990.

Among the poorest population, the number of homes which started to receive these resources passed from 8,3% in 1978 to 58,3% in 2008. These transferences of resources don’t occur only in the poorest states.

The highlight is the population of Rio de Janeiro, where it’s verified that 25,5%  of the family income comes from these transferences, being this city in the fouth place, behind Piauí (31,2%), Paraíba (27,5%) and Pernambuco (25,7%).

Elderly

The reason if at the caracteristics of the Rio de Janeiro population. Rio has a big proportion of elderly, superior to the national average. Besides, as an ex-capital, the state has a big number of retired public employees, whose income is superior to the social security.

Because of that, with 7% of the Brazilian population, Rio appears in the second place in the volume of the transferences. The state receives 13,7% of these resources, behind São Paulo, which takes 23,% of the total, but has 21% of the population.

The controversal LGT opens space for the outsourcing of the sector

One of the most common practices in the Brazilian telecommunications sector is the outsourcing. Easily found in the category after the privatization of 1998, the outsourcing of services is used in great scale by companies which want to make costs cheaper, reduce the employees table and have services in non-essential activities.

The main problem of this practice combated by Sintetel is its straight consequence: the precarization of work conditions of the employees. There is the qualified services paid in record time, but as an exchange the salaries of workers suffer a drastic reduction.

The juditial matters of outsourcing are also ambiguous because the LGT (general law of telecommunication) opens space for infrations. According to the article 94 incise 2 “It’s allowed to the concesionary to hire with thirds the development of inerent, acessory or complementary to services activities”.

In other words, the law allow the companies to hire outsourcing for activities closely linked to their service. It’s the thing that allows bosses to do what they want! In favor of workers there is the article 60, paragraphs 1 and 2, of the same LGT, which defines the telecommunication service and the necessary means to do this.

Another document which confirms this line is the Sumula 331 of the Superior Work Court, which allows outsourcing only in activities of cleaning, security and manteinance.

The law opens space for both sides to claim for their rights. Sintetel is against outsourcing, but having in mind that it is impossible to stinguish this, the fight is for more dignified conditions for all workers of the sector.

Interests high damages job and production
The decision of Copom of increasing the interests rates will damage the economy growth and consequently the job generation and the income distribution, according to assess of the directory of Força Sindical. The increase was unnecessary, because all the stimatives over inflation tells that the index may fall in the next months. It’s really sorry that Brazilian monetary authorities have become mere adulators of the speculators, and their decisions is each time more distant of the biggest interests of society and of Brazil.

Country atracts qualified foreign worker...
More than 90% of the almost 180 thousand foreigns who received, in the last five years, some kind of visa to act in Brazilian lands have college degree, complete highschool or some kind of technique specialization. The information is at the report “Foreign Workers and Professional Qualification”, published by the General Imigration Coordinator (CGI), of the Work Ministery. Because of that, it’s fundamental that national labor is prepared to compete with foreigns.

The data reveals not only the lack of specialized labor to attend the strong demand of the job market in the areas of industry, infra-structure, energy, petrol and gas. The importation of foreign workers also shows that education in the country presents difficulties to keep up with the necessities of developement of the country. As the Brazilian educational system don’t reacts in the speed demanded by the market, companies started to bring workers from other countries.
