Governmentmakes growth right
The commitment of government Lula with the social inclusion and with workers claims have become soft the hard horizon of Brazilian economy at the same time it increased the atmosphere of optimism in the conutry. The expectations for 2010 say that economy will grow from 5% to 7% and about 2 million new job posts will be created.

Days ago, the Aplied Economic Reasearch Institute (Ipea) released that 27,3 million Brazilians have overpassed the line of extreme poverty. The index of Brazilians in this situation decreased – between 1990 and 2008 - from 25,6% to 4,8%, a reduction of 81%. “Besides, comsumption, income and minimum salary increased and the same occurred with investments in production”, considers the general-secretary of Força Sindical, João Carlos Gonçalves, Juruna.
Poverty reduction
The document, produced by Ipea, describes that, from 1990 to 2008, while Brazilian population have grown from 141,6 to 186,9 millions, the extremely poor population (who lives with until 1,25 dollars by day) have decreased from 36,2 to 8,9 million people.
The extreme poverty in Brazil, today, is less than one fifth of the extreme poverty of 1990. “The inequality decreased a lot and may fall even more”, informs the Ipea report. “The document says that if the rythim of reduction is stable in the next years, the extreme poverty will be erradicated from Brazil by 2014”, reminds Juruna.
Investment in production
In order to come to these numbers, the federal government have invested in production, have diversified the exportations, have promoted the warmth of the internal demand and have increased employment and income. The general-secretary argumented that in the critic phasis of the international crisis, at the end of 2008, Lula have agreeded in negotiate the overcome of the crisis with the trade union centrals and with the businessmen.

“In the vision of the trade union movent, Lula were right in reducing interests and taxes and at conceding credit to the more dynamic sectors of economy, as the automobile, civil construction, machines, furniture and the white line”, adds the president of the Central-AP, Maria de Fátima Coelho.
Minimum salary
To the vice-president of Força, Maria Augusta Marques, the Republic President were sensitive in negotiating with workers a new politic, valued until 2023, of recuperation of the minimum salary.
“Although it is still not approved by the National Congress, Dieese have detected that the provisory measure of increase of the minimum salary caused an encrease of the lower salaries in the country and at the salary basis of several categories”, says the president of the Workers in Railway Construction and Land Prepare Trade Union of Bahia, Adalberto Galvão, Bebeto.
Parliamentarian emend
Recently, the federal government approved the parliamentarian emend of the federal deputy and president of Força Sindical, Paulo Pereira da Silva, Paulinho, which proposes the integral inflation reposition and an increase equivalent to 81% of the PIB of two years ago to the retired who earn more than one minimum salary by month.
“The initial proposal of Lula predicted an increase of only 50% of two years ago and more the inflation”, tells the president of Força-RS, Cláudio Guimarães Silva, Janta.

Bigger readjust
to the retired
The federal governmen may support the parliametarian emend of my authory which proposes that the retirements with value superior to the minimum salary to be corrected by integral inflation more 80% of the PIB. The current rule, defined by provisory measure which is at the National Congress points to 50% of the PIB.
It seems that we could sensiblize the government to the proposal not to be veted. The federal deputies of hte basis of the government are still disposable to supoort the emend, which gives a readjust of 7,92% this year instead of the 6,14% given by the government.
In our opinion, as the economy at the country may grow a little above to 5% this year, it’s perfectly possible to the government to give a good readjust to the retired whose benefits overpass the value of one minimum salary. The impact will be from R$ 1 billion to R$ 1,2 billion to the government.
We believe that if the emend may be approved by the Congress, because there is only one difficulty to the government: the payment of two retroactive months to the retired.
We defend still the manteinance of a negotation constituted by the trade union central and the government representatives to define the index of readjust of the minimum salary to 2011, once that the PIB of 2009, which will be used by the increase, is practically zero.
The trade union movement has also to take back the fight to pressure the National Congress to approve the project which institutes the politic of recuperation of the minimum salary, valued until 2023. The project is still at the Congress and, as it seems, the deputies don’t want to vote it now. |

Beyond creating jobs, the smaller workload benefits 18,7 million workers
In case the trade union movememt get from the National Congress the approval of the PEC 231/95, which reduces the workload weekly to 40 hours, without cut in the salaries, about 18,7 million Brazilian workers will be benefited, according to data of National Reseach by Home Sample (PNAD) of IBGE of 2008.
Still according to the reserch, the benefit will reach employees of the private sector with signed card (formal workers). They are 33,2% of employed people at the country, which corresponds to 31,9 million of workers male and female. From this group, 58,6% had a workload superior to 40 hours weekly in 2008, while 41,4% worked 40 hours or less by week.
“Besided helping these workers who have a schedule superior to 40 hours, the workload reduction will open almost 2 million new vacancies at the country”, believes the president of Força Sindical-AL, Albegemar Costa, adding that opposite to what bosses say, the claim of the trade union centrals is fair and comes in a good moment, when economy grows in a sustainable way.
World Problem
All over the world, about 22% of the work force, or 614,2 million workers, aproximately, work more than 48 hours weekly. This is one of the main revelations of the book “Work time all over the world: tendency of workloads, legislation and politics in a global compared perspective”, whose translation in Portuguese were released by Work International Organization (OIT), at the university of Brasília.
OIT proposes that agreements in time of decent work have to satisfy five relationated criterious: to be favorable to health and security at work, to be compatible to family life, to promote equality of gender, to reforce productivity, to make easy the choice and influence of worker in his total of worked hours. |
It’s time to intensify
the fight
Força Sindical of Minas Gerais is doing hard to pressure the parliamentarians to vote in favor of the constitutional emend (PEC 231/95), which reduces the maximum workload from 44 hours to 40 hours weekly, without salary reduction. There are constant trips to Brasília and pressure a the basis of the deputies to approve the reduction.
At the same time, the trade unions linked to the Central hurry the mobilization of the basis around the proposal. Beyond gerating two million new jobs, according to Dieese data, and move economy in this time after crisis, the reduction is important for health and welfare of workers.
The benefits go beyond numbers and statisitics. With more time to rest, it will be less times out of work because of job deseases and work accidents.
To make an idea of the damages that the time out of work causes, in 2009, almost 800 thousand workers were out, accumulating an expense of R$ 11 billion to the Social Security. And for workers to be respected, the value of the extra-hours also have to be increased from 50% to 75%, as it is in the text of the PEC.
In the next months, the fight will intensify, once that the first vote at the National Congress is predicted to before the ellections. We have to pressure even more to this subject is in the issue, because as it is a constitutional emend, the text may be voted by 3 fifths of the vote twice in each House, before to be confirmed.
Reducing the workload creates jobs, distributes income and brings dignity to Brazilian workers.

Teachers want 34,5% of salary increase
On strike for indeterminated time since the 8th of March the teachers from São Paulo linked to Apeoesp claim for immediate salary readjust of 34,3%, incorporation of benefits to the active people and retired, revogation of the laws 1093, 1097, 1041 (law of the absences) and classificatory public contest, among other ittems. Until now the government of the State of São Paulo bet in the emptyness of the strike and don’t want to discuss with workers, whose salaries were readjusted only 5%, against an inflation of 22% at the period.
Força and CGTB make unified May, the first
Força Sindical and CGTB will promete together the International Work Day, at May, the first, at Campos de Bagatelle square, at the North Zone of São Paulo. It will be distributed 6 million of cupons for workers to contest to 18 zero quilometres automobiles and one apartment. The cupons will be delivered at the streets, subway and train stations, trade unions, federations and confederations linked to the centrals. The speeches of the trade union leaders will highlight the necessity of keeping the fight for the 40 hours week, without salary reduction.
Petition against degrade work
In the fight for decent work, Força Sindical is distributing a petition for the linked entities, in order to demand the immediate approval of the Proposal of Constitutional Emend 438/2001, which predicts the taken of land where it’s found work similar to slave and the use of this land to land reform. The PEC has passed at the Federal Senate, in 2003 and it was approved at the first shift a the House of the Representatives, in 2004. Since then it’s still, waiting for vote.
